Launched in December 2003, the Emergency Medical Services division has provided the highest quality emergency care available and continues to enhance this vital service. EMS provides clinically superior, cost-effective emergency medical services and transport to the citizens and visitors of Leon County. Leon County EMS Chief Tom Quillin has led the division since 2005, having previously served as the City of Tallahassee’s Fire Chief. He leads a team of talented professionals who provide medical services to Leon County citizens and visitors.

Chief Quillin is a member of the State of Florida EMS Advisory Council, the Florida Fire Chiefs Association, the International Association of Fire Chiefs, the National Fire Protection Association and serves on the Board of Directors for Capital City Youth Services. He was also awarded the 2010 EMS Pioneer Award by the Florida Department of Health for his innovation and leadership, and his team received the 2010 Florida EMS Provider of the Year Award. LCEMS also obtained full accreditation from the Commission on Accreditation of Ambulance Services this year, becoming the frst municipally-based provider in Florida to be awarded accreditation.

• The division’s Heart Ready Initiative was recognized as one of the frst annual State Surgeon General Health Innovation, Prevention, and Management Award recipients in recognition of the division’s commitment to providing wellness, disease prevention and healthy lifestyle activities from Florida Surgeon General Ana M. Viamonte Ros. These efforts by the County have also been recognized by the American Heart Association who designated Leon County a Heart Ready Community for the fourth consecutive year.

• Awarded 2010 Florida EMS Provider of the Year award by the Florida Department of Health, Bureau of Emergency Medical Services.

• Obtained full accreditation from the Commission on Accreditation of Ambulance Services, becoming only the eighth EMS provider and the frst municipally-based provider in Florida awarded accreditation.

• Paramedic Steven Suarez was named the 2010 Paramedic of the Year by the Florida Department of Health for his

involvement in injury and disease prevention programs.

• Partnered with the Leon County Health Department in their response to the H1N1 “Swine Flu” outbreak by providing 16,500 H1N1 immunizations at schools and health clinics.

• Trained more than 700 Leon County citizens in CPR and the use of Automated External Defbrillators (AEDs) and presented “Power to End Stroke” seminars to more than 200 citizens, a community stroke- prevention and awareness program that targets the African-American community, a population at high risk for strokes.

• Presented 130 public-education and injury-prevention programs throughout the community at venues such as schools, universities, businesses, churches, neighborhood associations and civic clubs.

• Successfully established the frst annual EMS Safety Fair during National EMS Week. This event included public safety partner agencies such as the Leon County Sheriff’s Offce, Tallahassee Fire Department, and Tallahassee Police Department. The agencies involved at this event conducted demonstrations and educational activities for the public. Acar seat safety checkpoint properly installed child safety seats and a bike safety rodeo provided 120 properly ftted bicycle helmets to participants at no charge.

• Continued to improve the chances of survival for cardiac arrest patients by advocating for the placement of AEDs and CPR through education and outreach activities. Efforts have increased the number of AEDs in the community registered with the EMS from 417 to 594.

• Responded to 31,076 requests for service; including 7,816 traumas; 2,730 diffculty breathings; 3,128 motor-vehicle crashes; 3,410 cardiac problems; and 656 strokes. Of these requests, the division transported 22,144 patients.

EMS provides several public-education and injury-prevention programs with topics including CPR and AED training, Healthy Heart Living, Child Passenger Safety Seats, Children and Senior Adult Health and Wellness, Bicycle and Pedestrian Safety, and Power to End Stroke seminars. These programs are designed to preserve life, improve health and promote safety.

• Recognized by the Florida Department of Community Affairs for Planning Excellence and presented with an award for Land Use and Transportation Planning for the Multimodal Transportation District (MMTD) Comprehensive Plan Amendment. The goal of the MMTD is to reduce automobile use by creating a comfortable, safe and attractive environment for walking, cycling, and transit between neighborhoods, schools, job centers, shopping and services.

• The County and City respectively adopted an ordinance to amend the appropriate sections of Chapter 10 of the Land Development Code to implement Comp Plan Reform and make it consistent with the Tallahassee-Leon County Comp Plan.

This amendment removed the Mixed-Use B and C Future Land Use Map (FLUM) categories from the Comp Plan and added Urban Residential 2 and Suburban as new FLUM categories while retaining Mixed Use A in the Bradfordville Study Area only. This amendment also revised the language of the Village Center development pattern and established a new development pattern within the Suburban FLUM category.

• Completed Comp Plan amendments addressing Mahan Categories, implementing a future land use category applicable to Mahan Drive properties and provided guidance for the location and future development of non-residential uses. Also adopted Comp Plan Amendments for Cycle 2009-2. This is the annual Comp Plan cycle

that implements changes to the Comp Plan that have been fled by citizens, staff, and elected offcials.

• The Board approved new design and development standards to implement the Mahan Gateway Node FLUM category. This was a major undertaking by both the Planning and Growth and Environmental Management departments. These standards demand a high quality development product at the Nodes and are expected to produce small urban nodes that are supportive of future StarMetro expansion. The standards are the result of extensive public outreach.

• Adopted Comp Plan Amendments for Cycle 2010-1.

• Received a Tallahassee-Leon County Historic Preservation Award for outstanding achievement in preservation planning.

In April, the Board approved funding for the creation of a Community Gardening pilot project at four sites around the community. Planning staff provided a lands inventory, conducted land suitability analysis, and assisted with public outreach. The community gardens will educate children at Nims Middle School, build community involvement at the Ft. Braden Library and Miccosukee Community Center site, and give fresh produce to families in need at the Second Harvest of the Big Bend facility.

The Tallahassee-Leon  County Planning department provides information, planning recommendations and expertise to the County and City governments, the Planning Commission, appointed boards and committees, residents, and businesses in the areas of long-range land use, environmental, transportation planning and land-use administration.

The department is led by Director Wayne Tedder, who began working for the Planning department in 1997. He received his bachelor’s degree in architecture from the Florida A&M University and a master’s degree in Planning from Florida State University. Tedder is a member of theAmerican Institute of Certifed Planners (AICP) and has been a recipient of the Leon County Sustained Excellence Award.

He leads a team of AICP-Certifed professional planners that fulfll the requirements of state laws and City and County policy direction.
