DEPUTY COUNTY ADM I N I STRATOR

Public Services maintains and enhances Leon County’s high quality of life through services that address the public’s health, safety and welfare. The Deputy County Administrator works closely with the County Administrator to execute the Board’s highest priorities.

Public Services include: Legislative Affairs & Economic Development, Public Information, Library Services, Cooperative Extension, Health & Human Services, Growth & Environmental Management, Emergency Medical Services, Grants, Planning, TourismDevelopment and Blueprint 2000. Public Services’ FY2010 highlights include:

• LedCounty’s efforts to forma new functionally consolidated Fire/EMS entity and the development of a Countywide fre services fee with the City of Tallahassee that would provide residents with enhanced fre-rescue and emergency medical services.

• Implemented a new reorganization of Leon County tourism, branded Visit Tallahassee, which included a new destination brand logo, advertising campaign and the T.O.U.R. Guide program; furthered engaging professional organizations, such as the Tallahassee Society of Association Executives and Meeting Planner International; leveraged relationships with industry partners to bring major tourism events to Leon County; and despite a shortfall in collections, Visit Tallahassee has continued to leverage available resources to maximum impact in promoting the destination.

• Successfully completed the County’s frst Citizen Charter Review Committee process, resulting in six charter amendments added to the November general election ballot.

• Spearheaded Leon County’s sustainable community efforts by hosting the 2010 Sustainable Communities Summit, with an attendance of 400 community members; established the Leon Energy Assistance Program (LEAP), offering fnancing for energy

effciency improvements; and received $1.17 million for energy effciency improvements to County buildings from the American Recovery & Reinvestment Act (ARRA).

• Implemented expansions to three branch libraries, as well as construction on a green, environmentally responsible new building for the Eastside Branch Library and the new Woodville Branch Library/Community Center.

• Obtained full accreditation from the Commission on Accreditation of Ambulance Services, becoming the frst municipally-based provider in Florida awarded accreditation.

• Implemented a two-track review and approval process for development, which provides a fast-tracked Concept Plan approval process or a Final Design Plan approval.

• Realized $3.53 in health services for every $1 of tax revenue expended for the Primary Healthcare Program and provided more than $1.1 million in funding for nearly 8,000 primary care visits for uninsured patients with limited income.

Vince Long holds a master’s degree in Public Administration from Florida State University and is a graduate of the Harvard University, JFK School of Government Institute for Senior Executives in State and Local Government. He is also a Credentialed Manager by the International City/County Managers Association. Long is also a recent graduate and active member of Leadership Florida. He is active inmany community and professional organizations, including the Florida City/ County Managers Association and the Florida Workers Compensation Insurance Guaranty Association.

The Deputy County Administrator provides leadership and direction to division directors, as well as the core group of professional staff who perform policy analysis, legislative coordination and public relations activities.
