Report and Discussion

Background:

This item provides an update on Leon County’s successful hosting of the 2026 World Athletics Cross Country Championships at Apalachee Regional Park, outlines next steps to build on that momentum, and summarizes the County’s coordination with World Athletics to schedule an in-person debrief and discussions regarding a potential long-term hosting framework that would position Apalachee Regional Park as the permanent home of the Championships.  Pursuant to the Board’s Travel Policy (Policy No. 09-1) which requires Board approval in advance for travel by individual Commissioners, this item seeks Board authorization for the Chairman’s travel to support that in-person engagement.

This item would advance the following FY 2022 – FY 2026 Strategic Initiatives:

This Strategic Initiative aligns with the Board’s Quality of Life Strategic Priorities:

More than 15 years ago, Leon County began transforming what was formerly part of the County’s solid waste operations as a landfill into what is now Apalachee Regional Park (ARP), a signature community asset supported by long-term planning and phased improvements.  Over time, ARP has developed into a world class facility and one of the nation’s few sites designed specifically for cross country running, featuring a multi-surface course and flexible configurations capable of hosting events at scale.

That long-term investment produced a sustained, highly effective sports tourism driver.  Since 2013, ARP has:

These results reflect a proven record of repeat, high-volume visitor activity and operational readiness.  Notably, ARP hosted the NCAA Division I Men’s and Women’s Cross Country National Championships on November 20, 2021—the first time the NCAA Division I Cross Country Championships were held in Florida in the program’s 83-year history.  Additionally, in 2017 ARP hosted the USA Track and Field (USATF) National Cross Country Junior Olympics and for the last 14 years ARP has hosted the Florida High School Athletics Association (FHSAA) Florida High School Cross Country State Championships.

Building on that proven record, Leon County hosted the 2026 World Athletics Cross Country Championships on January 10, 2026, at ARP, the first major international sporting championship ever held in Tallahassee-Leon County.  The Championships also marked the event’s first return to the United States since 1992 (Boston) and only the third time it has been hosted on U.S. soil (following East Rutherford, New Jersey in 1984 and Boston in 1992).  Entry lists published by World Athletics confirmed 485 athletes from 52 countries/federations were entered for the Championships, reinforcing the event’s breadth and international representation.

Importantly, World Athletics leadership publicly underscored the venue’s global stature and signaled strong interest in Leon County’s long-term potential as the permanent host community.  At the official pre-event press conference, World Athletics President Sebastian Coe stated:

“I’ve only been here 24 hours, but I think most of my colleagues think this is the best cross-country course in the world,” and later added, “I think it’s probably safe to say we are in the cross country capital of the United States, if not the world.”

Hosting a World Athletics championship is an exceptional and exceedingly rare international achievement for any destination.  Host communities are selected through a competitive process and must meet rigorous operational standards—including event operations, logistics, marketing, security, athlete transportation/hospitality, medical services, and anti-doping requirements—reflecting the complexity and prestige of being awarded a World Athletics championship.  For Leon County to host the World Athletics Cross Country Championship again in the near future would be an unprecedented accomplishment that would underscore the venue’s premiere status for hosting international championships.

Given the Championships’ global stature and the role World Athletics plays in selecting and overseeing host communities, understanding the organization’s governance, strategic vision and worldwide reach is central to Leon County’s long-term hosting strategy.

World Athletics is the global governing body for athletics, comprising 214 member federations worldwide, reflecting the sport’s truly global footprint.  In support of the host-community showcase, World Athletics highlighted that WXC Tallahassee 26 was broadcast to more than 70 nations worldwide and structured the event to be accessible and community-facing, including a Fun Run, family-friendly ticketing and a dedicated Fan Zone with food trucks, music, and interactive activities.  Event delivery also required significant local volunteer mobilization and training, coordinated in partnership with destination partners to support hospitality, wayfinding, athlete support, and fan experience.

The Championships also delivered significant national visibility through U.S. broadcast and streaming distribution; NBC Sports presented live coverage via Peacock and CNBC.  Event statistics also showed the event drew more than 10,000 spectators to Apalachee Regional Park, one of the highest spectator attendances ever, with spectator tickets and Fun Run registrations being purchased from all 50 states and 12 countries, cementing ARP as an international Cross Country landmark.

Preliminary post-event projections indicate the 2026 Championships generated more than $4 million in direct economic impact, with the final economic impact analysis anticipated in late February 2026.  The final economic impact numbers are expected to be higher than early projections.  In addition to visitor spending, the Championships delivered significant worldwide exposure for Leon County through broadcast/streaming distribution and extensive international and domestic media coverage.  The post-event media monitoring and destination marketing analytics estimate:

Collectively, these outcomes further strengthen the County’s positioning to pursue a long-term hosting framework with World Athletics and to continue growing Leon County’s sports tourism economy.

Analysis:

The success of the 2026 World Athletics Cross Country Championships in Leon County created a rare opportunity to leverage a single defining event as a launch point for a sustained international hosting relationship that advances the County’s sports tourism strategy in the years ahead.

As part of the standard post-event process for World Athletics and other major international championships, the period following the event typically includes a formal debrief with the governing body, lessons-learned reporting, and other after-action documentation.  Consistent with historical practice, the immediate past host community often participates in the next World Athletics championship environment to debrief on event delivery, share lessons learned, and strengthen relationships with World Athletics leadership and member federations.  Staff is coordinating with World Athletics to schedule a formal in-person leadership meeting with the World Athletics team during an upcoming meeting, currently anticipated to align with the World Athletics Indoor Championships in Poland in March 2026.  If the Council’s schedule does not allow for the meeting in Poland, staff will work with World Athletics to confirm the next available venue and timing soon thereafter.

Staff intends to move quickly to advance conversations with World Athletics to host future events in Leon County, leveraging the proven operational success of WXC 2026, the event’s global exposure, and World Athletics’ positive assessment of Apalachee Regional Park while momentum remains strong.  Accordingly, staff will continue coordinating with World Athletics leadership to identify the next available and most appropriate in-person opportunity—potentially including Poland in March 2026, if confirmed by World Athletics—to reinforce Leon County’s readiness, share key outcomes and lessons learned, and advance discussions regarding a potential long-term hosting framework.

To demonstrate the Board’s commitment to advancing its strategic initiative of pursuing the World Athletics Cross Country Championships in future years, and pursuant to the Board’s Travel Policy (Policy No. 09-1), this item seeks Board approval for the Chairman to travel with the County Administrator and key staff to upcoming meetings with World Athletics leadership and the World Athletics Council.  The Chairman’s participation would reinforce the Board’s clear commitment to establishing a long-term hosting framework with World Athletics.

The objective in these discussions is to explore a high-level framework that could position Apalachee Regional Park as the permanent home of the World Athletics Cross Country Championships.  At this stage, staff is not seeking approval of any binding multi-year commitment; rather, staff will continue engaging World Athletics to understand the contours of a potential long-term relationship and to define the pathway, milestones, and requirements that would need to be satisfied.  Any proposed hosting framework, material terms, and associated fiscal impacts will be brought to the Board for consideration before any commitments are made on behalf of the County.  While a 2029 date exists within the championship cycle, staff will also explore preliminary discussions with World Athletics regarding the possibility of an earlier cross-country championship opportunity (e.g., 2027) to leverage global momentum and existing viability to support re-establishing cross country as an Olympic sport, should World Athletics identify a need and should terms be negotiated and subsequently approved by the Board.

Leon County is well-positioned to pursue this opportunity.  The County’s long-term investment in Apalachee Regional Park—paired with the standout execution of WXC Tallahassee 2026—demonstrates that Leon County can deliver world-class championships with the coordinated, multi-agency operational tempo and execution required for international events.  Moving from a successful one-time event to a repeat or permanent-host model, however, requires deliberate planning to ensure staffing, financial impacts, and scheduling remain aligned with broader County priorities.  Near-term impacts are expected to be limited primarily to travel and staff time associated with relationship and framework development.  Any proposed multi-year hosting agreement or associated budget requests would return to the Board for consideration and approval.

In summary, staff is recommending that the Board continue to support advancing this initiative by authorizing the Chairman to join the County Administrator and key staff for upcoming travel to World Athletics engagements as the County continues coordinating with World Athletics to secure future international events.  These continued conversations with World Athletics will position Leon County to amplify the success of WXC Tallahassee 2026 into sustained sports tourism growth, repeat international event opportunities, and increase global visibility for Apalachee Regional Park and the Tallahassee–Leon County destination.
