Citizen Charter Review Committee
On November 5, 2002, the citizens of Leon County adopted a Home Rule Charter, providing for full home rule authority under the law and citizen determination of the structure, powers, and functions of county government. A charter is a local "home rule constitution" approved by the local electorate, which specifies the structure, organization, and authority of county government.
The Leon County Charter provides three ways in which amendments to the Charter may be proposed, one of which is through a Citizen Charter Review Committee (CCRC). The Board of County Commissioners is required by the Charter to appoint a CCRC every eight years, 12 months prior to the general election. The Citizen Charter Review Committee is charged with reviewing the County's Home Rule Charter and proposing any amendments or revisions for consideration by the Board for placement on the 2026 general election ballot.

Decision Making Committee
A Status Report will be presented to the Board of County Commissioners at the March 2026 meeting. A Final Report to the Board will be submitted by August 5, 2026.
Total of 21 citizen members with each Commissioner appointing three members.

120 day term beginning on October 23, 2025, to review the Charter and prepare a status report for the Board of County Commissioners. Attendance is also required at the Public Hearings tentatively scheduled for June and July of 2026, if necessary.

The Citizen Charter Review Committee will convene on October 23, 2025, through February 19, 2026, to review the County Charter and propose any amendment or revisions for consideration by the Board for placement on the 2026 General Election Ballot.
The Citizen Charter Review Committee will conduct biweekly meetings on Thursdays at the Leon County Main Library from 11:30 am to 1:30 am (time subject to change). Meeting dates are adjusted to accommodate the holiday schedule:
Citizens wishing to provide written public comment on matters before the Committee shall be afforded the opportunity to submit their comments at CCRC@LeonCountyFL.gov. To ensure adequate time for distribution and Committee review, written comments are required to be submitted at least 24 hours prior to the scheduled meeting time. Comments submitted after the deadline will be added to the official minutes of the meeting, but the County cannot guarantee that the Committee will have adequate time to review those comments prior to the meeting.
