Determines the health needs and resources of the 14 county service district including Bay, Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Madison, Taylor, Wakulla and Washington, to develop a District Health Plan and to serve as a catalyst for efforts to implement recommendations for improvement in the healthcare delivery system. Provides for local representation in planning and evaluating health needs of the County.

Decision Making Committee
Members shall be representatives of health care providers, health care purchasers, and nongovernmental health care consumers, but not excluding elected government officials.
The members of the consumer group shall include a representative number of persons over 60 years of age.
Annual corporate report in October each year.

Members are eligible for reappointment per Florida Statute.
Vacancies are filled for the remainder of the unexpired term.
Quarterly meetings, usually the second Wednesday in September, December, March and June. Time and place selected by Health Council Chairman. Currently meets at Gadsden County Health Department in Quincy, FL, located on LaSalle Lefall Drive off of US 90.
